The ruling party-Congress is weighing on all options to return to power in the 30 member NC Hills Autonomous Council even as Governor SC. Mathur is yet to decide on the cabinet recommendation asking him to take stern steps to stop ongoing violence in the district. Several members of the NC Hills Council, which is dominated by ASDC, have come under the scanner of National Investigating Agency (NIA) after the Chief Executive Member (CEM) Mohit Hojai was arrested on charges of paying crores of moneys to the DHD (J) militant. Hojai was sent to 14 days' judicial custody on Thursday-4th June by Chief Judicial Magistrate. The NIA team, which arrived Guwahati on 4.06.2009 has started investigation into the alleged nexus between militants and politicians in the district. CEM Mohit Hojai's arrest has also led to several members of the ruling Autonomous State Demand Committee-ASDC (a regional party) resigning from the party and are reportedly seeking entry into Congress which may lead to a situation conducive for Congress to regain power in the council.

Black Widow (DHD-J) militants killed five Jeme Nagas villagers in the N.C. Hills and torched several houses. At around 4:30 am on 3.06.09, a group of heavily armed DHD (J) militants raided Boro Henam village, about 20 km from Haflong in the N.C. Hills and started firing indiscriminately from automatic weapons. Five persons including two women, two minor girls and one minor boy-all Hindu Jemes died on the spot. An injured child was admitted to Haflong Hospital. The armed group also burnt down 54 houses in the village, which is one of the oldest Jeme Naga villages in the district. Since March, DHD (J) militants, who want a separate state for Dimasa, have launched violent attacks on several other tribes, which inhabit the district. The other two villages - Henampungo (Kampai) and Nikai (Ninggaingram) were also attacked on same day - the 3.06.09 and 16 and 15 Hindu houses respectively were burnt. All three villages - (i) Boro Henam (ii) Henampungo (Kampai) and (iii) Hikai (Ninggaingram) are completely Hindu villages. There is one Christian Kampai village surrounded by the above three Hindu villages. This Christian Kampai village was left unharmed while the surrounding three Hindu villages were burnt to ashes and five Hindus were gunned down. People believe that Church instigated Christian militants to punish Hindu villagers of all the three villages who jointly fought against Christian conversion and expelled the new Christian convert from Boro Henam village in October-November 2008. They fought the case upto Guwahati High Court and won the case. As per Court verdict, the new Christian convert was expelled from the village. The Church took revenge and managed to kill five Hindus and burn 85 Hindu houses altogether from these three Hindu villages. Two Heraka Hindu Mandirs - one at Nrimbanglo (21.05.09) and the other at Mabau village (23.05.09) were burnt to ashes. More recently, the attacks have been directed towards Jemes who constituted the second largest population after Dimasa in the district. NSCN (IM) and NSCN (K) supported by Church are responsible for retaliatory attacks on Dimasa.
